Permission Error when installing pygame on python 3.5 -

when install pygame-1.9.2a0-cp35-none-win32.whl python 3.5 permission error: 

permissionerror: [winerror 5] access denied

and says error in site package of pygame.

fixed reinstalling python outside program files.
