CKAN/Solr on Ubuntu: JSP not configured -

i trying set ckan on ubuntu 14.04.03 (desktop). i've been following these instructions: http://docs.ckan.org/en/latest/maintaining/installing/install-from-source.html have gotten stuck on portion need check , see if solr working. jetty installation appears working fine, "welcome jetty 6 on debian" page. however, if navigation localhost url: localhost:8983/solr, following error message:

http error 500
problem accessing /solr/index.jsp. reason:
jsp support not configured.

i have done bunch of research on topic, including questions here , here, have not been able solve problem these solutions.

how configure jsp support? i've made sure edit java_home setting in /etc/default/jetty points java installation, doesn't seem have effect on jsp support. best re-do installation process?
